Well, your tenpai if you discard the four dot, so the question is if the four dot is a dangerous tile or not. Looking at the two riichi, they both previously discarded a 5 dot before decarling riichi. the two dots are most accounted for, so if the 4 is claimed for a chow it would be 345, 456, both unlikly given the discarded 5's from both riichi. Then, you have the possibility of a pair of fours, which is an unpredictable wait, and if both players previously discarded a 5, that means they abandoned a 445 wait even before they were tenpai, which is more likely they would keep a double sided wait. I'd say the four is a safe tile.

I would not declare riichi here, since later draws may be more dangerous, and you only have a pinfu dora hand... not worth the risk of discarding into an unknown hand.
